Why don't deer eat Deer Senbei ?

Even if you feed senbei to the deers, sometimes they　don't eat it.
Why is that?

About 17,000,000 tourists visit Nara Park each year, with an average of approximately 46,000 per day. Many of them buy “Deer Senbei” (a bundle of ten crackers).
If we assume that half of the tourists, 23,000, buy Deer Senbei, the deer would be given an average of 230,000 Deer Senbei a day.
There are about 1,200 deer in Nara Park, so each deer is given 160 senbei (16 bundles).
At the National Museum and Todai-ji Temple, where there are a lot of tourists, the deer are always surrounded by tourists and being fed senbei, which makes them being tired of it..
Deer Senbei is like a treat for them and, not their staple food.

There are times when deer don't want to eat Deer Senbei, just as people who like sweets can't eat 160 cookies a day.

Lying deer don't eat Deer Senbei. Resting is also an important time for deer.
In such case, you try to change the place where there are not many tourists, then deer there may be willing to eat.
